Many players ignore the deception aspect of this game completely and choose to play it like a normal fps. They use the strategy of sprinting/jumping around like crazy in the hopes of players engaging with them, so they can easily blast the competition early on. This definitely goes against the spirit of the game and can ruin many other players' experiences. The current heat system doesn't actually punish this strategy in any way as it doesn't actually involve attacking any npcs, but rather trying to bait other players. I think a good method of discouraging this playstyle and encouraging blending in is to punish high speed movements by having them generate heat while in cover. This would also encourage players to exfiltrate stealthily as opposed to simply sprinting to whatever side of the map has the least players.
