Steps to reproduce:
1) Join the game in single or team mode as a Yu-Mi with "EMP Flock" expertise equipped
2) Use your expertise at the enemy target
3) pay attention to the enemy's movement speed
You can see in the attached video that I am definitely moving faster than the target hit by the ability
